The aim of the project was to prepare a report required for realization of the systemic project “The concept of constructing a monitoring and evaluation system of the Regional Innovation System implementation” under the Human Capital Operational Programme.
The report comprehensively discusses the development of the information society in Mazovia. It analyses in detail the current situation and draws conclusions for the future. It is very much based on national development strategies that determine development at the regional level, and that set specific development priorities through the adequate allocation of available resources (not only financial ones). The development of the information society is certainly one of the primary determinants of national competitiveness and sustainable development at the regional level.
However, it is worth noting, that the development of the information society is a long process that requires some behavioral changes, which often generate resistance. Therefore, the analysis of measurable and tangible initiatives and practices, such as technical infrastructure, is accompanied by the analysis of human behavior, attitudes and preferences (for example, expressed by the scope of citizen participation).
